Appendix II Examples of descriptive clauses on bills of lading for steel cargoes Reference: chapter 12.3 and 12.4
1. Surface condition of steel cargo. The following clauses have been recommended by the International Group of P&I Clubs to ensure consistency in describing 'rust' on steel cargo or its steel packaging.31 1. Covered with snow. Surface covered with snow or ice or both.
2. Galvanising affected by white oxidation marks. Zinc coating losing lustre and etched with white coloured oxidation marks.
3. Galvanising affected by white rust. Zinc coating heavily oxidated and covered in voluminous white coloured rust.
4. Galvanising dull. Zinc coating losing lustre as a result of early oxidation.
5. Grease spots and oil patches apparent. Surface stained with drops of grease and oil from mechanical handling equipment, or other sources.
6. Partly rust stained. Fine powdery rust covering less than 75% of the surface. Light tan to light brown in colour and easily removed by rubbing, scraping or wire-brushing to reveal a smooth steel surface The remainder of the surface may still have mill scale attached.
7. Partly rusty. Brown to heavy deep brown rust covering less than 75% of the surface. Slightly uneven and dull steel surface revealed when removed by wire-brushing. Remainder of the surface must be "partly rust stained".
8. Rust on edges. Brown to heavy deep brown rust confined to the edges, otherwise same comments as "Party rusty"
9. Rust spots apparent. Localised very slight penetration of rust through mill scale, not bulbous and reveals a smooth steel surface when removed by wire-brushing.
10. Rust spotting. Localised penetration of rust through mill scale, bulbous and reveals an uneven steel surface when removed by wire-brushing.
11. Rust stained. Fine powdery rust over the whole surface, light tan to light brown in colour, and easy removed by rubbing, scraping or wire-brushing to reveal a smooth steel surface.
12. Rust with pitting. Brown to heavy deep brown rust which when removed by wire-brushing reveals pitting the steel surface.
13. Rusty. Brown to heavy deep brown rust which when removed by wire-brushing reveals an uneven and dull steel surface.
14. Stained by an unidentifiable powder. Surface coated (the extent should be indicated) with a powder which has not been identify (its colour should be stated) which could contain aggressive chemicals or be capable of holds moisture.
15. Streaky rust indicated previous contact with water. Surface has rust streaks indicating that water has previously dripped down the cargo. 156 NAUTICAL INSTITUTE
16. Surface areas reacting to silver nitrate solution tests. Silver Nitrate tests prove that the surface has been in contact with salt water or other chlorides.
17. Wet before shipment. Water visible on the surface, or dripping out of bundles.
18. Mechanical damage to steel cargo. The following clauses are typical of those used to describe mechanical damage to steel cargo or its Packaging.31.74 They should accurately describe the apparent order and condition of the cargo and packaging at the time of shipment. The following information should also be stated: —The number of places the stated damage occurs on one unit. —The total number of units affected, giving the individual marks of the pieces affected if practicable. —The location of the damage on the unit. —The dimensions of the damage.

Responsibilities:
*Assisting the Chief Engineer in the safe operation and maintenance of the ship's machinery.
*Carries out works planned by Chief and first engineers,
*Prepares spares of main engine fuel valves,
*Carries out chemical tests of cooling and boiler waters, and treats as necessary,
*Making routine overhaul of auxiliary engines (fuel valves tests, fuel and lube filters cleaning, etc.),
*Assists chief and first engineers in maintenance works,
*Takes soundings of fuel and lube oils regularly,
*Tests emergency equipment weekly (emergency generator, emergency air compressor, emergency fire pump, E/R ventilation dampers, etc.)
*Works together with fitter in welding jobs if able,
*Executes inboard bunker transfer operation,
*Assists ballast operation.
*Be under the command of the Chief Engineer;
*Carry out maintenance and repair works on all alternators, electric motors and converters, their control devices in accordance with the scheduled maintenance plan and take measure test readings;
*Carry out maintenance and repair works on switch board and other boards, power and lighting circuits, take measure test readings;
*Keep all books and drawings of the electric department; report the Chief Engineer the spare part and material requisition;
*Operate and carry out repair and maintenance works on air condition and chillier, electric devices in galley and laundry; and
*Be present in the engine control room when necessary during maneuve

*El becerine bağlı olarak kaynak işlerinde fiter ile beraber çalışır.

Responsibilities:
To perform engine watch during the voyage and at anchor, and follow orders of the duty engineer;
To do routine and planned works during working hours on “UMS” ships;
To be familiar with the handling of various machinery and equipment for which he is responsible and with the arrangement of tanks and pipe valves; to monitor and maintain these items of equipment
To be familiar with the machinery and equipment entrusted to his charge by the First Engineer, and to help the responsible engineer in the maintenance of machinery and equipment
To check temperature, pressures and tank soundings regularly during his watch and report to duty engineer in case any abnormality observed;
To keep ready all tools necessary for various jobs, and to improve work efficiency;
To perform work instructed by superiors;
To assist as necessary during maintenance works;
To assist maneuvering on deck, as necessary;
To execute other orders given by his superiors according to the rules, regulations and sea traditions

Responsibilities:
*Ensuring all new technical department officers and ratings are familiar with relevant procedures
*Efficient operation and maintenance of all plant and equipment associated with safety and anti-pollution as defined by statutory legislation and Company procedures
*Maintenance records of all routine and un-scheduled maintenance and running hours of all machinery in accordance with ISM Code requirements and Company procedures
*Ensuring statutory and class surveys are carried out on all plant and equipment covered by such survey requirements
*Maintaining stand-by plant and systems in a completed state of readiness to meet any emergency requirement
*Testing stand-by systems on a regular basis and in accordance with Company procedure
*Notifying the ship's Master immediately of any defects which may affect vessel safety or put at risk the marine environment
*Assigning engineer officers or ratings specific roles with respect to the engineering departments responsibilities under the safety management system
*Investigating non-conformances and applying corrective action as agreed with the vessel’s Master
*Regular inspections of all plant and equipment
*Ensure Oil Record Book and Engine Log Book are accurate and up to date.
*Responsible for the efficiency, maintenance and safe operation of the engine room and the vessel's machinery (inclusive of the fixed fire fighting systems and fire fighting engine room-appliances). He will issue "Standing orders" for the safe and efficient management of the engine room. Standing orders are always to be available in the Engine Control Room and all embarking Officers should understand them and sign.
*He will also provide Night Orders written in engine log book.
*Watch keeping on UMS ships.
*Responsible for maintenance/repair works on the ship

*Yeni zabitanın ve personelin ilgili prosedürler hakkında bilgili olduğundan emin olmak
*Kurallar ve şirket prosedürleri gereği emniyet ve çevre koruma ile ilgili makinelerin ve ekipmanın işletilmesi ve bakımının yapılmasını sağlamak
*ISM kuralları ve şirket prosedürleri çerçevesinde yapılan planlı ya da plansız bakımların düzenli kayıtlarını ve makine çalışma saatleri kayıtlarını titizlikle tutmak
*Tüm makine ve ekipmana gerekli idare ve klas sörveylerinin yapılmasını sağlamak
*Yedek teçhizatın her zaman bakımlı ve çalışmaya hazır bulunmasını sağlamak
*Yedek teçhizatı düzenli ve şirket talimatlarına uygun bir şekilde test etmek
*Gemi emniyetini ve çevreyi tehdit eden konuları derhal Kaptana bildirmek
*Mühendislere ve makine personeline EYS gereği makine departmanına ait işler konusunda dağıtım yapmak
*Kaptanla uyum içinde uygunsuzlukları araştırmak ve düzeltici faaliyetleri uygulamak
*Tüm makine ve aksamın düzenli kontrolünü yapmak
*Yağ kayıt defteri ve makine jurnalinin düzenli ve doğru bir şekilde tutulmasını sağlamak
*Makine dairesi ve tüm makinaların çalışmasından bakımından ve emniyetli kullanımından sorumludur.Makine dairesinin emniyetli ve doğru kullanımı konusunda Talimat yayınlayacaktır. Bu talimatın makine kontrol Odasında bulunması ve tüm makine zabitleri tarafından okunmuş ve imzalanmaş olması gerekir.
*Ayrıca makine jurnaline gece emirlerini kaydedecektir.
*Otomasyon sistemi çalışan gemilerde, gerektiğinde, vardiya tutmak;.
*Gemideki bakım ve onarım işlerinden sorumludur;
*Yakıt alımının planlanması ve uygulanması; (EM-06-G)
*Makine zabitlerine işleri ve EYS ile ilgili talimatları vermekle sorumludur.
*Geminin çalışması ya da emniyetini etkileyen herhangi bir konu oldu mu hemen Kaptana haber verecektir.

2nd OFFICER / 3 KAPTAN
Responsibilities:
*Will assist the Chief Officer to ensure the safe and efficient operation of the ship
*is the Navigating Officer and is responsible to the Master for Passage Planning and the maintenance of charts and nautical publications.
*The 2nd Officer is the vessels designated Safety Officer and is responsible for-
*Programming all safety exercises as defined by statutory instruments and vessel procedures
*Recording all safety and anti-pollution exercises in accordance with statutory regulations and Company procedures
*Identify any communication or language problems among crew members and advise the ships Master accordingly
*Identify any deficiencies in crew members training and advise ship's master accordingly
*Running vessel induction/familiarization course for new sea staff
*Investigating audit identified non-conformities and applying corrective action as agreed with the Operation Manager / Superintendents
*Ensuring sufficient resources are available to maintain safety and anti- pollution equipment in a complete state of readiness.
*Watch keeping;
*Preparation of voyage plans (Form EM-08-N )
*Control and updating of charts and publications, and relevant requisitions;
*Preparation of arrival and departure ship documentation and harbour procedures;
*Keeping port watch;
*Control of pharmacy and relevant requisitions;
*Other assigned duties given him by the Master or 1 st mate in written (delegation of duties).
*Control and maintenance of all fire fighting equipment and life saving appliances, and relevant requisitions
*Cargo loading and unloading during watch
*Ships are fitted with radio equipment complying with the GMDSS requirements.
*Receiving weather conditions except shipyard periods
*Receiving latest safety information (MSI - Navtex)
*Radio traffic operations
*Maintenance of radio equipment
*Account of communications
Sorumlulukları:
*Geminin emniyetli ve verimli bir şekilde işletilmesi konusunda 2.kaptana yardım etmek
*Seyir zabitidir. Kaptana karşı sefer planlaması yapılması ve harita ve yayınların güncellenmesinden sorumludur.
*3.kaptan geminin emniyet zabitidir ve şunlardan sorumludur:-
*Kurallar ve prosedürlere uygun olarak emniyet talimlerini programlar
*Kurallar ve prosedürlere uygun olarak emniyet ve çevre koruma talim kayıtlarını yapar
*Personel arasındaki dil ya da anlaşma sorunlarını Kaptana iletir
*Personelin eğitim eksikliklerini tespit eder ve Kaptana bilgi verir
*Yeni personelin temel eğitim çalışmasını yapar
*Denetimlerde kaydedilen uygunsuzlukları ve bunlarla ilgili Enspektörlerin onayladığı düzeltici faaliyetleri takip etmek
*Emniyet ve çevre koruma malzemelerinin her an kullanıma hazır olacak şekilde ve yeterli miktarda bulunduğundan emin olmak.
*Vardiya tutmak;
*Sefer planı hazırlamak (Form EM-08-N )
*Harita ve seyir yayınlarının kontrolü ve güncelleştirilmesi ile ilgili istekler;
*Varış-kalkış liman evraklarını hazırlamak;
*Liman vardiyası tutmak;
*Revir ve ilaç stoklarının tutumu ve istekler;
*Gemi kaptanı ya da 2.kaptanın kendisine yazılı ya da sözlü olarak tebliğ edilen diğer görevler.
*Tüm yangın söndürme ve can kurtarma teçhizatının tutumu ve istekler;
*Liman vardiyası tutmak;
*(Geminin tersanede olduğu dönemler dışında) hava raporu almak;
*En son emniyet mesajlarını almak (MSI - Navtex);
*Telsiz haberleşmesini yapmak;
*GMDSS sisteminin bakımını yapmak;
*Haberleşme hesaplarını tutmak.

Responsibilities:
*Head of deck department and Master’s deputy
*Cargo operations and related safety
*Liaising with shore authorities and ensuring awareness of S.M.S.
*Ensuring deck crew follow safe working practices as defined in Company procedures
*Identifying potential vessel hazards associated with deck operations and advising the Master accordingly
*Instructing cadets/junior officers/ratings on relevant procedures
*Stability and related calculations for cargo and ballasting
*Notifying the ships Master immediately of any defects which may affect vessel safety or put at risk the marine environment
*Assigning deck officers or ratings specific roles with respect to the deck department responsibilities as defined in the safety management system
*Investigating non-conformances and applying corrective action as agreed with the Master.
*Navigational watch keeping
*Cargo loading and unloading and ballast handling planning and control during watch
*Personnel management and direction
*Deck and accommodation maintenance
*Training of the crew
*Inspections of holds, water tanks and void spaces
*Deck fire fighting / lifesaving appliances and waterproofing arrangements maintenance
*Responsible for the running of the ship in the master’s absence or inability to take command
*Health management on board
*Monitor the conditions of the hull at all times and to correct GM and trim of the ship, stresses and shear forces within permissible limits or all times.
*Deck machineries, navigating instruments, means of communication inspections/ maintenance.
*Management of stores requisitions and repairs for the deck department.
*Correct application of Company policy on accident prevention and drug and alcohol abuse.
*Other assigned duties given him by the Master in written or verbal form (delegation of duties).

*Sağlıklı ortamın sağlanması ve sürdürülmesi;
*Gemi sac aksamının düzenli., kontrolü ve stabi!ite /stres değerlerinin her zaman kontrol altında bulundurulması
*Güverte makineleri, seyir cihazları ve, haberleşme cihazları risk kontrolü ve bakımı;
*Güverte bölümünün malzeme istekleri ve onarımları düzenlemek;
*Şirketin kazaları önleme, uyuşturucu ve alkol politikalarının uygulanması;
*Gemi kaptanı tarafından kendisine yazılı olarak tebliğ edilen diğer görevler.
